Update: EDLs in Saskatchewan

The costs have been increasing and if they go to a point where it just doesn’t make sense anymore then we’re not going to move forward. … This being said, I should be fair and point out that the Privacy Commissioner of Saskatchewan hasn’t received the Privacy Impact Assessment from Sask. … I don’t know exactly what the consequences of this kind of ‘tweaking’ would be, especially given how limited those governments incorporated suggested privacy protections, but it would be nice to see documents that really put the Commissioner’s cards (and desired changes) on the table. Update: EDLs and Real ID

There has been wide speculation about what her position would be concerning Real ID now that she is running the department that was pushing Real ID. We’re now starting to see her position come out: Enhanced driver’s licenses give confidence that the person holding the card is the person who is supposed to be holding the card, and it’s less elaborate than Real ID. … While it’s good that the DHS is retreating from a full-scale deployment of Real ID, I’m not so sure that shifting to EDLs is a ‘solution’ to the privacy issues that are discussed surrounding the RFIDs in EDLs. Update: Repatriation of EDL Database

( Source ) What strikes me as interesting/weird about this is that under Phase 1 of the BC EDL program no Canadian data was turned over to the American authorities! … This seems to suggest one of two things about the Canadian Press’ article: They are using old/bad information – the database has never been located in the US, and the Canadian Press is just spinning last year’s news about where the Canadian database was to be stored (i.e. on Canadian soil); Between the end of BC’s EDL Phase 1 and February 16, 2009 the database was offshored to the US. This suggests that the administrative issues that were limiting BC and CBSA from sharing data with American authorities was cleared up, and data sharing began, only to be subsequently modified in light of Ottawa’s decision last November. Update: ‘More Secure’ (non-EDL) Drivers Licenses Coming to BC Soon!

( Source ) This, in part, resolves a confusion over how the government might collect enough images for the facial recognition built into EDL applications to work effectively – in order to ‘catch’ people who are applying for multiple licenses it will be incredibly helpful to streamline facial capture across all licensing. … Of course, in the report over the success of Phase 1 ( summarized here ), we found that every time that the system has identified a duplicate applicant based on facial recognition that it incorrectly identified the duplicate; every ‘flag’ has actually been an error. … For privacy advocates, the integration of facial recognition at the receipt of licenses means that the state can potentially create a massive facial database that could subsequently be used for non-driver’s license purposes (e.g. running a captured image of a criminal through the standardized database).
